PDF will do well as long as it can store an image as vector graphics.
If it has to use bitmaps it looses quality at high compression
levels. That usually means it does pretty well for white paper with
text and line art. Add color, pictures, different colored background
behind the text and you have a choice between file size or quality.
A glance at a Rainbow magazine and I find:
Lots of pictures
Color
some text on white, some on yellow/tan, some on grey, etc...
Page after page with text, graphics and color mixed all over the place
I think some sample files should be created so people can compare the
difference between formats at different compression levels. Then
people can't make unsubstantiated claims to support either format.
