[Coco] [Color Computer] I.C. Identification

I have eight I.C.'s from Tandy / Motorolla that are 16 pin dip and 
ceramic with gold tops.

They look mil-spec in construction.

Silkscreen reads SMC90142L 8040330 8221

These are odd as they contain both the Tandy and Motorola symbols also.

Any ideas?
