 The Xilinx XCR3032XL-10VQC44C is a 32 macrocell CPLD that is in a 44
VQFP package and commercial temperature grade. It has 10 nS pin to pin
delay and is $1.70 unit price from Xilinx online store. Also can be
Avnet has them for $1.87 unit price.

By the time you scrounge and find a 74LS30, 74LS00s, and 74LS04s, you
are going to have near a buck invested already. Even if y ou went
surface mou nted you are not going to get the circuit in as small a
board as I  have now. 

I have traded component cost for reduce PCB cost. The smaller the
actual  board the cheaper your PCB cost will be.
