It depends on how the PDF was made. If it's just a bunch of scanned
pages, then you have to OCR it. Of course there's no reason to print it
out and scan it back in... there are utilities that can bust it apart
(ghostscript comes to mind)

If it was created using Distiller, or OpenOffice.org, or LaTeX, then you
should be able to select text and copy-and-paste it to another document.

Sometimes in LaTeX created documents ligatures come out as unprintable
characters, but other than that, it works just fine.
