Ahh no. If understand what you mean by the NEC (Nuclear Energy Comission)
which by the way no longer operates, at least under that name, is a whole
different ball of wax. The replacement, the NRC, the Nuclear Regulatory
Commission, is wholely a federal government regulatory commision the deals
only with the way nuclear material is handled, controlled and used by
industry in the US. They are charged with the safety of any US nuclear
operation with the possible exception of the military. As for the other
regulations on electricity, building codes, or what not, they are the
domain of the individual states, counties and local communities. Hence
there are variations. But thats not a huge problem, because how Arizona
does things is of no interest to me because I live in Ohio. I know how Ohio
does it, I know what to expect so no problem. If California does it
differently.. God bless em. If I ever move to either of those two states,
I'll then worry about it just as I'd worry about how New Zealand does it if
I ever move there too. See my point? It comes down to what you are used to
or grew up with.

Now the portion of my statement being questioned here was intended to be a
tougne in cheek remark. But that being said, New Zealand, Australia, USA,
Russia and any other country in the world do things as they see best meets
their needs. Sometimes it's a considered, one time decision, for others it
just evolves. 

But at any rate, private organizations, such as guilds, unions or companies
have nothing to do with the regulations governing electrical safety, or
plunbing codes. That's strictly the preview of government. Of course this
all is as I see and understand it.
 
And BTW, I get very nervous when one central government starts telling me
how to do every little thing. I especially resent some body telling me that
I'm too stupid to run a wire in my house, or open my PC (which is an
extreme example). I like the division, it keeps the power split up among
different pieces. That's the good part I eluded to. The frustration is that
this does make for confusion every so often. But I can live with that too,
as with life on this earth, it's only temporary 8-)
