As I read the notification, the amount Paypal is hit for has already been
fixed (by settlement, not by an award) at a hefty $9.5 million, regardless
of the number of claimants. The number of claimants, and what sort of
damages they claim to have suffered, just determines how the money gets
allocated. (You get $50 if you fill out the short form and have no
specific complaint, but simply opened a Paypal account in the specified
years.) So, you may as well claim your $50.
